It's from "V.I. Warshawski". In a scene preceeding the one in the clip Kathleen Turner's character is given a shoe box by a friend, from which she then removes the pumps and puts them on. The dialog implies that she has a shoe fetish.

Yes, it's available on DVD, in R1 at least. Here's the cover:
