In Photoshop, go up to Image --> then image size to reduce the size of the image. Standard size for web is 600 to 800 pixels at 72 dpi. Then go to File --> Save for web to reduce the size of the file.

I personally like to use "Microsoft Picture Manager". Get the image you want in equal dimensions. Then, adjust the percentage of the image until you see the size readout close to the forum's requirement. I have most of mine at 97x97. Good enough for a good, clear avatar...if that's what you're trying to do.

A program I like is called Picasa2, it is free from Google and is very user friendly.
