I have a pair of patent leather boots and they actually hold up better to wear than PVC/vinyl ones do. I've had them for about a year by now and there isn't a scratch on them dispite me kicking things, climbing things, sitting on the ground. They still look brand new.

I clean them regularly, and what I've found to work is pledge multi-surface. It dosen't damage the patent, cleans dust and scuffs, removes oil, and it leaves no streaks whatsoever.

I'm going to try the warm water and wash cloth technique. If that works then I'll have saved a pair of pink patent heels which has a scuff mark on one of the upper heels.
